Counsel at The Guardian Life Insurance Company of America (Guardian). In this role, he’s responsible for managing Guardian’s enterprise-wide legal, compliance, corporate governance and government affairs functions. Mr. Brooks has more than 14 years of insurance experience in the industry and as a regulator.

Prior to joining Guardian, Mr. Brooks spent 10 years at AXA Equitable Life Insurance Company (Equitable), most recently as Senior Executive Director and General Counsel. In that capacity, he led the legal, regulatory, compliance and government relation function and was a member of the Management Committee of Equitable Holdings, Inc. Before that, he served as Deputy General Counsel of Equitable, where he managed an array of state insurance and federal securities matters.

Earlier in his career, Mr. Brooks served as First Deputy Superintendent and Acting Superintendent for the New York State Insurance Department. He also served as Deputy Attorney General for Operations at the New York State Office of Attorney General.

Mr. Brooks began his career as a Commercial Litigation Associate at Nixon, Hargrave Devans & Doyle, LLP. He is currently a board member of the National Organization of Life and Health Insurance Guarantee Associations, the Association of Life Insurance Counsel and the Insurance Federation of New York.

Mr. Brooks received his Juris Doctor from the University of Michigan Law School, where he was a contributing editor of the Michigan Law Review, and a Bachelor of Arts in international relations from James Madison College at Michigan State University.
